Because so far the answer seems like no. It wont let me restore or anything from the iCloud backup I made in 13.1 now that I'm back on 12.4.1. This really sucks since I have a ton of website passwords on the icloud backup. FML. Thanks for any help!
 
Nope. Why have you down-graded?

That stinks. So I cant completely restore from the icloud backup but can I at least somehow get my passwords back? Or can I get them back from my itunes backup i did earlier on 13.1? I downgraded because there were a lot of glitches on my 7+ and there were no new features I was using and it seemed like a lot of things I was used to just got switched around and made it harder for me to use.

Yes, your keychain is part of your iCloud account itself - not as any backup of a device. So if you set back up as new and log onto your iCloud account you would get your passwords in your keychain back.
 
You'll get anything that's synced to iCloud back - but syncing some of it may take days. These are all the apps listed under "Apps Using iCloud" under Settings>Apple ID>iCloud. Obviously iCloud will only sync back apps that were turned on.

As they said above, you can't restore any backup, iCloud or iTunes, that was made for a higher version of iOS to a lower version.
 
We also have a 7+ (wife's iPhone) and we are very pleased with 13.1. Don't overlook the new feature about sending unwanted phone calls to voice mail. That new feature alone is worth the upgrade. You should reconsider your decision.
