Fresh install twice to Sierra and had Photos update the library. Sierra lags so bad I can't even develop on it anymore. Fresh install back to El Capitan, tried to open Photos library and get the unsupported error. The library is from a newer version of Photos, please upgrade photos. Checked the App Store and no Photos.


Anyway to downgrade the photos library to work with El Capitan or update the Photos App without updating to Sierra?

I don't think so.
You'll need to manually restore your -old- photos library from the backup you made before you upgraded to Sierra...
