So iOS 4 never got back the speed it had from iOS 3 on my old phone, and I can't buy a new one anytime soon, so I'm figuring that downgrading is the best option to make it smooth again...

But Googling says I need "SHSH" files, which I don't have since I've never jailbroken it.

However, some answers in these forums seem to indicate that it's still possible, but a lot of abbreviations are getting thrown around.

Could someone please tell me the procedure without using abbreviations, so I know what to start reading about?

Not for a 3G to 3.1.3 you don't
Download the IPSW to desktop, get RecBoot on desktop
Put the phone in DFU Mode
Use iTunes to browse to IPSW
Choose set up as new, iTunes won't allow you to restore to backup since you downgraded
When you see an error at the end, use RecBoot to kick it out


There are many tutorials on this, Google is your friend

That was easy. As you said, there's many tutorials on this on Google, and apparently I was looking at the wrong ones.

I now have a fast iPhone again!
