More than likely not as I'm most certain you did not manually save your 6.1.2 shsh blobs.
If your iPhone 4 is currently on iOS 6.1.3, you cannot downgrade to 6.1.2

I'm just saying most people that don't know much about jailbreaking cannot downgrade because many relied on cydia to save these shsh blobs for them since they did not know about shsh blobs
