is it possible to downgrade modem firmware on an i4? i currently have 3.10.1 and know that is not unlock able. is it possible to somehow downgrade my modem firmware to something that is unlock-able?

No.
It's not possible to downgrade any iPhone's modem firmware, with the exception of the original iPhone model and a very select few iPhone 3G phones (ones manufactured very early on during the 3G model's life).
