Downgrading to 4.1

Ok someone<s iPhone 3GS has been badly jailbroken, what I mean by that is that they didn't install OpenSSH and something happen and she lost Cydia icon so she can't do much stuff.

I saved her SHSH and all she gets is 4.1 4.3.4 and the betas (she is on 4.2.1)

So what she want to do is restart her phone at 0 and downgrade to 4.1 to get her icon back.

So 2 questions

Is it a good idea?

Her iPhone is currently unlocked, what will happen with the baseband if I downgrade, will she still be able to unlock or no?
