iCloud Download all icloud photos to Windows PC?

I've got around 2k photos in iCloud that I want to download to my PC and then delete from iCloud but can't figure out how to do it.

1. The iCloud Windows app only seems to download placeholders/thumbnails and not the actual photos. The only way to download the file is to double-click the thumbnail in Windows Explorer.

2. iCloud.com has a download option but it's limited to how many files you can download in one go. Only option would be to batch download but it leaves the possibility of missing some files.

Is there no way to automatically sync the photos straight onto PC?
