iPod touch Download Already-Bought Apps on a Different Computer

I've longed sold my ipod touch but gave my little sister permission to use my account to use my apps on her ipod touch, so i authorized her computer with my itunes account. Problem is not all of my apps synced to her computer and i'm not sure how to do it. If she goes on the itunes app store, can she rebuy the same apps, but on her computer, without me being charged? She is on my account and my computer says i've already purchased these apps.
