This seems to be system-wide... when a file finishes downloading via a browser or LimeWire, I get "Downloads Complete: All files have finished downloading." pop up in the upper-right corner of my screen. This annoys me and I'm wondering if there is any way to deactivate it.

I'm running 10.5.8
 
This definitely sounds like a Growl notification. You can adjust the settings for individual apps in the Other section of System Preferences, or turn it off completely if you wish.
 
Yep... I installed growl on recommendation while installing another app and didn't know what it was. I'll disable it on startup. What is it anyway?

It's a notification system. I use it for Adium and Last.FM to see my last scrobbled tracks and new messages from friends.
