Hey every body!i have iPhone 3GS iOS 4.x.yesterday i was create an Apple ID.but when i try to download app it says "update unavailable with this Apple ID either b/c it was brought by a different user or the items was refunded or cancelled".so;what's my solution?

Sounds like there is a problem with your ID with Apple.
