Lately in TV OS I cannot download a app unless I verify from my iPhone. Is this intentional or a bug? Perhaps a secondary security measure I don’t know.
 
Go into Apple's web site My Apple ID and change your password especially if recessively if your recently divorced if you shared with another! Plus on Apple TV go into system and try to software reboot the system, that might help!

Before you answered my post did you check your own appleTV?

1. Have you logged out/in of all of your Apple ID account on the Apple TV (Store, iCloud, Game Center)?

2. Could these apps have purchased under another AppleID?

I just tried that and did a reboot and still the same issue. No one has my password neither. I rarely download apps and not sure why now I need my iPhone to confirm before downloading.
 
The only times I ever encounter the option to use another Apple device as a secondary security measure is when I first set up ATV and enter my AppleID, or change the AppleID. But that is different as it merely sends a warning message to all the other Apple devices logged in to the same AppleID that a new device is using it. I've never encountered your issue when purchasing and downloading apps. Sometimes the apps themselves, not Apple, will allow me to use another Apple device to login to the app if it is already logged into on another device, but that is not a requirement, more of a convenience to save time setting it up. So no, that is not normal with purchasing and downloading apps on the ATV. However, I use a single AppleID and I’m the only user, so if you have multiple AppleIDs and/or users, YMMV.

I am the only user and I have one ID.
 
Under Settings > General > Reset > Reset and Update
Wow thanks! That fixed the problem. The MLB app has bugs but even it did not require the iPhone to log into my account. I was able to access my iPhoto library, my podcasts, music library, movies/TV shows, and it even restored all my apps. I tested downloading 2 random apps and none required my iPhone to download. However one issue still remains. For some reason my appleTV is only able to normally get a 30-50MPS download speed (using speed test) while my Mac/iPad/Iphone are able to get a much faster connection. Why?

If your Apple TV supports 5Ghz, make sure it is connected to the 5Ghz option on your WiFi.
 
All your Wi-Fi devices are having to share the bandwidth, so the speed at which any device can reach at any moment in time will vary according to what the other devices are doing at that time. Plus there can always be interference with the Wi-Fi signals from other devices, people moving about, etc.

Best solution is to run an ethernet cable to the ATV if possible.

The OP says he has an AppleTV HD (ATV4) in his signature. That model only supports 100 base-T ethernet. So hardwired speed tops out at 100mbit/sec which is less than he is getting on wifi. The wired connection might be more robust in some cases however. I have two ATV4's myself. One is at the opposite end of the house from my router so I use ethernet for it and 802.11ac wifi for the other one that is closer to the router.

You only need stable 25 Mbps speed for 4K HDR, and since he has an HD model he doesn't even need that much, so 100 Mbps is way more than adequate, and ethernet is way more stable and reliable. I'll take 100 Mbps wired over 200 Mbps Wi-Fi because I'll have a better chance of having more than enough bandwidth when I need it. Wi-Fi is too glitchy at times. But of course this is a moot point as far as the OP goes since he states he cannot use the wired option with his ATV HD.
 
I am a big fan of hardwired ethernet and had two Apple TV3's setup that way. When I got the ATV4's, I set one up with wifi since my 802.11ac router is only 10 feet (3 meters) away. I notice a slight difference in this one, menus open a little faster, it buffers a little faster. Anyway, just having the minimum speed for streaming isn't the only thing to consider, a faster connection makes the user interface feel a little smoother.

Again, this is based on my personal experience with one ATV4 on gigabit ethernet and the other on 802.11ac wifi. I have 400/400 fiber (FIOS) internet, live alone and the only other thing I use wifi for is my phone.
