I just got my iPhone 4 and has planned to get my paid apps from Cydia onto it. But it seems like I have to pay again? I linked my account to the iPhone 4 but I have to log into my Paypal and confirm the purchase once more??

If not, how is the process for downloading the programs again that has already been paid on the 3GS?

I have mine linked to my Google sign-in (as I think many do)
 
I'm having the same problme with the regular App store. I bout 4 or 5 apps while I had my 3GS and now when I try to download them on my Iphone 4 it asks e to purchase again. Unfortunatley I don't have my old computer that I synced my 3gs with so am I forced to purchase everything again?

This always happens with App Store apps. As long as you've already bought it you will get a message that says the update is free since you already own the app. The message doesn't appear until right before the app starts downloading.
 
Use the iTunes account that you used for your 3GS on your iPhone 4 and then you won't have to rebut any apps that you have already brought
