Downloading Pics from PC to iPhone 7

So I have been downloading pictures to my phone via icloud photos on my laptop. All the pics that I have downloaded show up in the albums directory as well as the photos directory. This is natural I suppose. Now for the question, if I turn off "My Photo Stream" it says that it will delete all photo stream photos. What does that mean? I don't see any directories that say photo stream. All I'm trying to do is down load all my pictures from my PC to my phone now that I have a new phone with more storage.

Download Google photos before deleting your stream. Once they are backed up to google u can delete the stream

Assume your new phone is not iPhone.
My photo stream should be a feature just to allow you to sync a single iCloud Photo Library across all your other devices. That is my understanding.
