try a different wifi network
try logging out and logging back in on itunes in settings
try closing the itunes store app and reloading it
download your tv shows to itunes and then sync them
call 1 800 apl-care
you don't need the applecare warranty deal to call apple care to ask them why your purchased content is not downloading. if they insist that you need to pay, tell them you want an exemption because you recently installed iOS 8
on the circle where it downloads, try hitting it a couple times. this causes the download to stop and to retry
