Downloads folder on separate drive

Is there a way to have the downloads folder on the dock, link to my extra drive in my Mac Pro?

Depending on exactly what you want, you can go about doing this in various ways.

Firstly, create the Downloads folder on your separate drive and move everything in your current Downloads folder to it.

Then you have 2 options. You could drag the folder onto the dock, and then point Safari/Firefox/Chrome to that new folder.

Or replace the old Downloads folder with a symlink so that it points to the New folder you just created.
