If you're using Evernote, your first choice might be Penultimate.
It can be nicely integrated within Evernote, but it's probably not the best app out there.
IMHO for both note taking and drawing, Noteshelf is very good, if not the best. It offers a plethora of tools (including a pencil) and a long list of paper templates (you can even create your own). The interface is still somewhat skeuomorphic but well done in a stylish way.
Another candidate could be Bamboo Paper. It looks quite nice, has a free version with in-app purchases. I got myself the second one ("Maker" in dutch) that works well for drawing, thanks to some added paper templates and cool covers.
The one thing I miss in Bamboo Paper is a selection tool to move things around.
