Dropbox Constantly "Downloading File List..."

Dropbox is suddenly always synching by jumping back and forth between "Up to Date" and "Downloading File List."

This is a fresh install of Mavericks and Dropbox so there shouldn't be any issues. I restarted my system and completely uninstalled and reinstalled Dropbox, but the issue persists.

Ideas?

It's jumping between 0 and 8% CPU usage.

I tried unlinking and reconnect my Mac to my Dropbox account, but no luck.
