Dropped iphone in water - turns on but not activating, broken?

So a family member dropped an iPhone in the water. It was taken out quickly and put in rice for a few hours, dried up.

Here's the problem: It only turns on when connected to the power source, and when it does, it comes to the screen where it says to connect to iTunes as activating is required. When I connect it to iTunes though, it won't turn on.

So what happened here? How can I fix it? Am I dong something incorrectly? How did it get un-activated and the information deleted?

It's shorted out.
Take it to Apple or a repair shop.

The replacement from Apple is $150.
$200 If it's an iPhone 4S.

Probably depending what parts need to be replaced.
If its more than $150 bring it to Apple and get a replacement instead of trying to fix yours.
