When I travel to a time zone different from my own (Eastern), I always adjust the clock on my DSLR to the time at the current location. If I import these photos into my iPhone Photos app and merge them into an album with iPhone photos taken at the same location, the photos are not sorted correctly by time even though the date/time taken is correct when I look at EXIF metadata. For example, DSLR photos taken in Central European time zone were sorted in an album with iPhone photos taken six hours later. Is the fact that my DSLR doesn’t have a GPS causing the discrepancy? Is there any way to fix this?
 
I think it is how the iPhone handles some imports and I personally have noticed it depends on the application/method used. When I upload my RAWs to Lightroom do edits days later I can export and airdrop to my phone with them being in the right format, but there have been times using other programs that it goes off the day and time that I import.

You could always edit the data in the photos app, this would be easier through a Mac (if you have one) but this is usually what I do if I notice the same discrepancies. It can be annoying, but I cannot count how many times I grab approx GPS coordinates from maps and date (I usually am not so worried about exact time) and add that to all of the photos

I found that if I adjust the time zone and then adjust time back to the original time, imported photos are sorted correctly.
