Well, I have a Dell machine. AMD possessor. and an extra 60GB cleared with NOTHING ON IT hard drive just sitting around with an enclosure.

Sounds like a wet dream to you guys eh? lol.

I have the stats to do a duel boot.

But.. how would i go about doing it if I don't have an operating system on the current drive now?

Dual booting depends on the OS you want to install - Windows, Linux, .... .

On C:/ (the drive where the first OS is installed, and if it is Windows) there is a file called boot.ini, where all the available OSes will be listed once installed.
You need a partition for every extra OS you install.

But since this is a Mac Basic Help forum, maybe you should look somewhere else, like Anandtech or a search engine with terms like "windows dual boot with Linux/Windows/... on AMD machine".

Or are you trying to build Hackintosh? There are plenty of Guides out there, you just have to look.
