Dual-Core PowerMAC red light splash when powering on

I just bought a 2.3Ghz Dual-Core PowerMac, when i turn on the system, it has a red light on for 1 second and off, it doesnt freeze or anything, i'm just wondering if the red light is normal when you power it on.

also when i tunr off my power strip, it flash the power light on once, is it also normal? my older dual 2.0 didnt do that.

Where exactly is this red light located? Is it on the inside of the machine? It's probably just a power light for the logic board.
