Using macOS 14.7.5 on an M2 Max Studio. Issue has been happening for a while. I have menu bars mirrored on both monitors. Sometimes I will go to the monitor that has a ghosted menu bar [due to the app in that display not being the active one], and when I click on an item in that menu bar, the drop down menu shows up on the other/active display instead. Clicking it again will force the display to become active and then another click drops down the menu where my mouse is on that monitor.

Is this a known issue? I am not using Bartender or any other menu bar changing app; stock menu bar, just with a fair amount of icons displayed.

I notice this happens inconsistently - sometimes clicking the inactive menu bar item will activate it and drop down the item's menu as expected. Other times, it does so on the display that is not where the mouse is clicking on. Hope I explained the issue clearly!

I have no comment on your particular problem, but try updating to 14.7.6, the last release of Sonoma.
