Dual Monitors - Possible to have dock on top screen?

I plug my macbook into a 24" display at work, with the macbook sitting directly underneath the screen. Is it possible to position the dock on the second screen, instead of the macbook screen? I seem to be able to when the macbook is positioned to the side of the display, but not underneath.

I also wondered this but couldn’t get it on the top screen unless I put it to the side.
