Trying to decide the best way to get my teen her first iPhone. It might make more sense for us to pay full price for an out of contract phone. If we do that, does applecare still only cost $99?
 
AppleCare covers the hardware, and has literally nothing to do with your carrier or contract. As long as the phone is new out of the box, you should have no issue purchasing AppleCare for it, however you got it.

The price never changes, no matter how you acquire a qualifying device. That is to say, that no matter how you purchase a device or where, it does not affect the price of Applecare one bit. The price will always be the same.
 
I just bought a full price 5s yesterday, and also purchased AppleCare+ for $99.
