Dumb Notification Center Question

if an app is set to not show up in the notification center, is its push notifications turned off?

i'm trying to figure out battery drain. i started wondering the question today because

1.) mail is set to not show up in notifications, but its badge icon is set on, and i do get those push emails.

2.) facebook notification center was turned off, but in another facebook menu, i saw all these push notification settings turned on.

No. I'm pretty sure you'll have to go to the App itsself in settings and turn that off.
