I just watched a video which shows that the standard 12w charger comes apart (into two pieces), revealing a different type of 2 prong receptacle. Sure enough, mine does it too. (I'd never noticed it before).

What's the purpose of that?

The block is the same in every country but the duckhead (the part that plugs into the wall) can be different. This allows Apple to produce one block and just add the right duckhead, and allows travellers to buy the travel pack and just swap duckhead. You can also attach a cable (provided with the MacBooks) to give you longer reach when charging.
