Dumb Question Can an Apple Watch SE have cellular service under these circumstances

Hello ALL

Here is my situation. I have an apple iPhone 12 max with ATT. I also have an Apple Watch of my own with cellular. I also have a wife with an iPhone and an Apple Watch with cellular , a daughter with an iPhone, and an iPad with a cellular plan. I just bought my son an Apple Watch se. Is there a way I can get a cellular plan for him. I tried to call ATT and connect it to my account but I could not get anyone at att to understand what I am trying to do. My hope was just to be able to add it to our account. But if it has to be tied to a number my 2nd choice was to tie it to the iPad. Lastly I thought I could put it on my daughters phone but she wont want her number ringing on my sons watch.

This is a very new feature, but I think it addresses your interest: https://support.apple.com/HT211768 Basically, it allows you to set up a Watch for a family member who does not have an iPhone of their own.

Are you tying his watch to your phone and plan? If not, you probably should.

Yes the watch is synced to my phone. But when I try and set up cellular on the phone I get an error message

According to this ATT, VZ and Tmo are supposed to have plans just for this that give the watch it's own number without needing its own iPhone (it can be paired to your phone). Just have to find out what the carrier calls the plan.
