I have an Apple TV 4K that I currently have plugged in to an old 32” HD TV.

I’m ready to buy a bigger TV with better resolution (ie 4K)

Problem is, I don’t want to buy a smart TV with apps/voice control etc - I already have this via the Apple TV.

Is it possible to buy a 4K TV that isn’t smart?
 
non-smart 4k TV? Unlikely. Even common cheap 1080p TVs nowadays have some smart OS inside them. To get a "dumb" display, you probably need to look at computer monitors, and those can get pricey at 4K and larger sizes.

It's not really possible to get a non-smart TV these days. The advantage is because the hardware makers use the data they gather from the "smartOS" and apps to monetize your viewing habits the actual hardware is less expensive. Of course you don't have to connect the TV the internet since you have an Apple TV, so you get the advantage of a lower priced TV without the drawback of being spied on by the manufacturer.

TV's not connected to internet.

I have 2 Samsung 2019 Q series TV's that I essentially use as monitors since they aren't connected to the internet; I use my DISH box and Apple TV's to "watch" TV...

I have a Panasonic OLED TV from last year and I use it only for my mini (Roon & uTorrent). I use Apple TV 4K like you intend to and I never used any of the “smart capabilities” of that TV. Compared to Samsung & LG, she is a moron.

So yeah just use your TV as a display & check if you can disable smart capabilities.
 
The only time i really use the apps on the TV is with amazon prime.

even though there is an app on the aTV, they sometimes provide different qualities.

when selecting the UHD version of a show, sometimes the TV is in HDR, but not the aTV.
there seems to be no pattern as to what will show up, so when starting a new show, i'll normally check it out on both before i start watching.
and i hate that you have to select the UHD version in the first place, but someone at amazon seems to think that's a good plan, since it's that way on all their apps.
