duplicate emails in Ventura mail inbox

I'm getting duplicate email messages in the inbox.
Reading them often doesn't turn off the "not dead" icon
Quoting mail and then restarting resolves the behavior
The behavior is on both my MacBook and iMac but not on my iPhone
