I've noticed when i watch certain videos on my computer that some vids have duplicate frames. In other words.. when i advance frame by frame in quicktime, 3 or 4 frames will advance then i'll get 2 frames in a row that are the same. These are usually videos that i've converted using handbrake or quicktime. is there a setting i can adjust to eliminate this from happening?
 
You have given zero (0) information about your source video format and zero (0) information about your target video format. Therefore, your question cannot be answered.
 
If you want more information, google "telecine." It should shed some light on the issues involved in taking, for example, a 24 fps film and converting it to 29.97 video.
