Is this referring to duplicate features offered via AT&T's network such as SMS and Voicemail?

Or is it referring to duplicate software programs that come pre-installed on the iphone such as the browser and ipod app etc?

If it is the latter than this is an unsettling precedence. Why would Apple stifle any program that does something an Apple program does? That would be like Windows banning firefox from being installed because it does something the pre-installed IE does. Different browsers should be available. Why did Apple reject Opera? Doesn't seem to make much sense.
 
It means: We don't want your program on our phone, so this is the excuse we're using.

No joke. Look up all the apps that have been told 'duplicates functionality' and I'll tell you the actual reason for each and every one of them. But it's pretty much a different reason for each one. 'df' doesn't mean just one thing.

Apple is all about control. You will do things their way, period.

This is why you will not see third party Web browsers, SMS clients, Mail apps, Calendar apps, Map apps, etc., in the App store.
