Duplicate photos not showing

Thought I would spend some time merging my duplicate photos on my iPad Pro, they are not showing though.

Both my iPhone and iPad are showing the same number of photos in the library and the iPhone shows over 1000 duplicates, but the option under utilities isn’t there on my iPad.

I have an iPad 6 and it is not showing the feature either. However, I have the feature on my iPhone and used it to remove some duplicate photos. I note that the feature does not find all duplicates and I removed the remaining duplicates manually. My iPad synchronized with my iPhone and I had no more duplicate photos.
