duplicate text notification

for a while now when I receive a text when the phones locked, if I don't check it it resends it like 30 seconds later, never done this before. is this a new setting in one of the recent updates?

The repeat interval is 2 minutes and can be configured under notifications > messages. The repeating behavior has been there for a while, though it may have become configurable only recently.
