DVD - H.264 Converter Reccomendations?

I am looking for a converter that can directly encode DVDs into H.264 files. Preserving the Dolby Digital 5.1 Soundtrack and 854x480 resolution encoding is a must.

While I want the best program possible, I am looking to pay $29.99 at most.
