DVD menu buttons

I would like to make a menu of rollover(javascript) buttons on a dvd. The buttons will allow a person to navigate to certain sections within the dvd. Link to a website from the dvd buttons. Will someone please tell me, is there an Adobe program, or some other vendor who offers a program that can do this?
