I am trying to play a home video DVD that was cut to DVD by a standalone DVD recorder from a video camera. When I put the DVD-Rw disk into my machine it says the disk is blank. Details from ATA are:

MATSHITADVD-R UJ-857E

Can I download some software to read this format?

Other DVD formats DVD+R read fine...

What kind of Macbook do you have? If it's an early macbook that doesn't have a superdrive, it may not be able to read the DVD-RW format.

I don't know what's wrong and I don't know if you can fix it, but the post above has got it slightly wrong. Drives that aren't the superdrive can't WRITE to DVD-RW but they can still read from it without problems. Try downloading a program called VLC - google it. It is essential because it plays so many file types.
