iPod DVD to iPod for XP help

I need some v.quick advice. I'm looking for a DVD to iPod converter that:
1) Works with Windows
2) Can rip from DVD direct to iPod format
3) Is compat with the new 640X480, 1.5mbps iPod video format
4) It MUST be able to crop and stretch the image (so no black bars) I'm ripping from some Simpsons DVDs I own and the edges of the video are funny so I wish to cut them out and then stretch the picture to fit 640x480 perfectly
5) It can be pay or free
