DVDSP Question: CHapter numbers not appearing on Set-Top DVD players

I am authoring a DVD in DVDSP 4 that is fairly basic, it has 2 tracks and 4 menus. Track 2 has 33 chapter points. When I burn the final DVD and pop it into any stand alone DVD player everything plays fine but the display on the DVD player doesn't show the chapter number. The forward and backward chapter skip buttons work correctly, they are jumping to the right spots, but the dvd player's display keeps showing -- for the number. I have tried the disc in a toshiba, panasonic, and sylvania player.

I am past my deadline for this project at work. Any help would be greatly appreciated.
