I can't say for sure, but there are already wallpaper apps available. I can see there being dynamic wallpaper apps which means you could have your own.

As this is beta I don't think there are other offers for dynamic wall paper.

To early but after iOS7 is released to the public you will see dynamic wallpaper apps in the App Store, and many of them.

WallpaperHD does just static ones.... for example.
