Hey, I've tested this in 3 different browsers (Safari, Chrome & Firefox) and get the same result with each one.
We've just upgraded to a 2017 27" iMac, my father gets his emails from VirginMedia, but Virgin Media use a system via Gmail...anyway, when he opens an email with an attached image and clicks 'preview' he gets this message "Sorry, there is no preview available for this image."
However, I realised that if you do the exact same proccess but with the browser not in full screen mode, the image preview loads with no problems!
I'm not sure why this happens, but wondered if anyone might know how to correct it?
