I bought a 2nd hand RMBP 15inch Early 2013 about last october, im guessing the previous owner had had it from Feb as the warranties just up.

However i am now getting seriously bad ghosting when on a webpage for over a minute or so, its gotten so bad that, that if i flick between something im watching and want to listen to it in the background and read something else on a webpage when i flick back to it the image is covered in text...

Its just out of warranty, but for a laptop thats the best part of £2k when new, how lenient are they on replacing the screens on these? Its abit of a joke to be honest.

If you are in the UK you can claim some extended (2-6 years) warranty I think. But you will have to go through the original vendor, Apple might refuse to honour this warranty if it was bought elsewhere.

You can also just go to the Apple store, show the issue and ask what your options are... it is up to them at this point, nobody here can tell you how they will decide.
