MP All Models Early 2008 Mac Pro won't start with Mini display HDMI attached

Running El Capitan 10.11.6 and when I have my AV receiver connected from the mini display to hdmi cable, the cpu won't start/restart. The screen just comes up blurry with no password entry window. As soon as I disconnect the adapter, it comes right up and I can restart.

Is this normal or is something wrong here?
