Did anything change internally from the original 13" to the refresh? After today's news I've decided to pull the trigger on a refurb 13". The early 2013 is currently $70 more than the late 2012. Is the $70 just buying the slight CPU bump or has something else changed?

There is no 2013 rMBP yet. There was nothing announced at WWDc today.

Yes there are...they are the spec bumps and are designated "Early 2013 rMBP." And to answer OP question there is no relevant difference between the two besides the specs. Build and components are otherwise the same.
 
Get the early 2013, there are "silent hardware revisions" that are rolled in on a regular basis to address issues. These could be different components or small changes in the logic board for example. Given that the 2012 was the first rev, definitely get the 2013 model and pay the extra $70. I'm waiting for another price drop on it when the late 2013 comes out.
