Earphone in but speaker rings when called!

As above. When I have the phone on silent and the earphones in the socket, I get the ring only through earphones. But when I have silent off and the earphones in, I get ringing in both earphones and the iphone 4's speakers. Is this right? Should the iphone 4 only ring through the earphones?

Anyone have this problem.
