Earphone volume

I have had two iPhones and got rid of them because of the earphone volume being so low. That being said, friends of mine that have an iPhone also mention that their earphone volume is low. I know it's early and no I 4's have been release yet but maybe somebody knows if this has been an issue before and is it likely to have been addressed?
