I have generally set up my new iPhone (I am on the iUp program) from a cloud backup. But both my iPhone 14 and iPhone 15Pro (current iPhone) had a very similar issue. The Lock Screen widgets would often not work when the iPhone was taken off the charger in the morning until I did a soft reset of the iPhone. An Apple Tech Support person - after going through various tests of the iPhone 15 - suggested that perhaps there is an issue in the iCloud backup (from the iPhone 14) that was carried over to the 15 from the 14 and he suggested wiping the iPhone 15Pro and setting it up as new. It seemed to me too much trouble for this minor annoyance to do it, but this seems like (just ordered the 16 Pro) to perhaps start all over again.
Is there an easy way - after setting up as new - to make sure that all the apps I have on my current phone are carried over? Sounds like a stupid question but as I am trading in the 15, I will not have it with me when after I pick up the 16 next week.
 
Sign into your account and download all the old apps you had on your previous iPhone. Setting up your phone as new takes around 10 minutes longer than via a backup. I always setup my iPhones as new.

If you go on the AppStore you can see all the previous apps you’ve downloaded so you can re-download them by clicking on purchase history.

I set up my iPad as new earlier this year when I already traded in my 2018 iPad. I took screenshots of my home page, and all my folders. Then I downloaded the apps from the screen shot pictures.

With my iPhone, I plan to trade my old phone a couple of days later. I have 14 days from 20th to trade in my old phone.
 
You could always try a restore from backup and see if you still have your widget issue.

If you don't, then you're done and saved some hassle. If you do, then zap the phone and set it up as new.

It may be worth checking the widget issue every now and again as you install them, just in case there's nothing wrong with your backup and it's a rare combination of apps you have that are causing it. Unlikely, but you never know.
