Easy question about VOIP over 3G. Anyone know the answer?

Are the any VOIP apps that let me call over 3G to any number? Skype seems to only let you call it other Skype users.

What if I want to call the pizza shop down the block via VOIP on iPhone. Is there an app for that?

I have a skype subscription at $20'ish per year that allows to receive and make unlimited calls within USA and Canada over 3G.

Look into Whistle. I"ve used it and it works well. There are some areas of the buildings I'm in where I am below grade and surrounded by stuff that kills cell signal, so I use our wireless network.
