apps that do not work as expected -fee attached that I don't want etc. so how to redeem any fees and I know how to delete the app it is square up the billing I am unsure about.thanks

Your only other choice is to pay and not get refunded.

Also, Apple tracks refunds per Apple ID and at some point will refuse them. Prioritize your refunds accordingly.
