I'm looking for an easy method to throttle my rMBP. The reason for this is that I want the rMBP stay as cool as possible with the very hot weather without the fans kicking in.

Are there any safe apps this?
 
There is a program called CoolBook. but it hasn't been updated in a while.

Macs are designed to operate on elevated temps. Intel chips and the Apple logic board can run above 200 degrees Fahrenheit indefinitely so no need to worry about temps. You can download SMC fan control to force the fans to run at 2000 rpm if you're so annoyed by noise.

On windoze Bootcamp, you can download intel XTU and lock the frequency to 800 MHz if you really want a cool chip on a hot weather.
