I bought a cellphone from the states through ebay, I paid $400 they shipped it through UPS i received the package today with a $81 brokerage fee, and loan behold inside the box is just the charger, and battery no phone. So is there anyway to get that $82 back?

As I am sure he will ship the phone to me and I will get charged another $82 in brokerage fees again.

Of course not, why would you think you're entitled to get the brokerage fee back?

As I am sure he will ship the phone to me and I will get charged another $82 in brokerage fees again.
No offense but sounds kind of fishy, are you sure he will ship it to you? Why did he break up it up into multiple shipments. its more expense and hassle for him.
